- Mix the flour and warm water to form a soft dough, then cover and rest for 30 minutes.
- Combine the ground meat, soy sauce, sesame oil, ginger, garlic, salt, and sugar in a bowl.
- Gently fold the stock jelly into the filling.
- Roll the dough into thin wrappers and place a small amount of filling in the center of each.
- Pleat and seal the dumplings carefully.
- Line a steamer with parchment or cabbage leaves.
- Steam the dumplings for 8 to 10 minutes until cooked through.
- Serve hot.
